On August 13, Wisconsin held its state primary, deciding the nominees for various federal, state, and local positions. In addition, there were two ballot questions presented to voters. Overall, administration went smoothly across the state. Turnout was remarkably high for a presidential election year primary at 26% of the voting-age population casting ballots. Despite this engagement, voter registration continues to lag slightly behind that of the 2020 election cycle, though the gap is shrinking.
Wisconsin, a state that is relatively evenly divided between Republican and Democratic voters, is commonly considered a battleground state, a key region for presidential candidates to win. Against the backdrop of such a politically divided state, election administration has been a priority for legislators. On top of this, ongoing legislative changes and power struggles–many of which were in response to the 2020 election–have complicated preparations for the upcoming general election. This report analyzes the 2024 presidential primary and spring election and the narratives in election administration that are developing within the state to situate the status of elections in Wisconsin as the 2024 general election nears.

early March through today, in both 2025 and 2023. In 2023, 505,000 ballots had been applied for and 502,000 had been sent as of 7:30am local time on Election Day. This year, 750,000 ballots have been applied for and 747,000 have been sent to voters. In 2023, 435,000 ballots had been returned by this point in the election calendar, compared to 675,000 this year. Whereas 175,000 in-person absentee votes were cast by this point in 2023, 363,000 have been cast this cycle.
Absentee voting in the 2025 election has substantially surpassed 2023 levels, with the number of ballots requested, sent, and returned nearly 50% higher than in 2023, and with the number of in-person absentee ballots cast in 2025 nearly double that in 2023.
Note that data reporting for the absentee voting window began about a week earlier this year when compared to 2023, and that in-person absentee voting for the Spring 2025 election ended in all municipalities on or by March 30, 2025. The few in-person absentee ballots recorded on March 31 and April1 reflect ballots cast but not counted on or by March 30.
